Gill brothers provide lights for Pioneer High School stadium

AD 8 - The Choice for Woodland

Much is being written and discussed about several potential candidates in Assembly District 8.  This is the seat currently held by Assemblywoman Lois Wolk. She is not able to run for the Assembly again due to term limits.

Here is the issue --
  • The support of Matt Rexroad in a Democrat primary in the area would be the equivalent of President Bush endorsing Senator Leiberman.  It would be the kiss of death.
  • This seat will not be held by a Republican.  The choice is among several candidates for the Democrat primary.
  • It would be best to have someone from Yolo County or at least someone that can be an effective advocate for Woodland.
  • The candidate that wins this seat is going to be a liberal on social issues.  They will be pro-choice, likely in favor of same sex marriage, and probably in favor of some social programs that I would prefer to eliminate.
That being said, I would suggest this filter to my Democrat friends in choosing your nominee that will eventually represent my family and our community in the State Assembly.  The filter would be --- Who do you want on the other end of the phone when ---
  • Woodland needs help with flood protection?
  • Something is needed at Woodland Commuity College?
  • Woodland needs someone with a coalition of support that extends all over the state?
  • Woodland needs someone that can speak on behalf of our community to other legislative leaders?
  • Committee assignments are being considered and the chair of the Budget, Education, Local Government, or Appropriations Committee is open?
  • There is a gap in transportation funding and someone needs to think on their feet to craft a policy solution to close it?
  • A group of buiness leaders are coming to the area to discuss locating a major employer in the area?
To me the choice is just so crystal clear.  Let's hope the Democrats in the 8th Assembly District see it that way....for the benefit of everyone in Woodland.

I've never met Woodland High School Football Coach Adam Reinking....but I am now a fan of his.

Today I got a thank you letter for supporting the football program last year.  It was not a fancy or even a personally addressed letter but it did come with a color picture of the team that is now on my office wall.

I appreciate the thank you.  Often time I wonder what happens after the check is sent.

Sacramento Business Journal Editorializes on General Plan

The Sacramento Business Journal editorialized in favor of the recommendation of the Planning Commission.  You can read it here.

I have not been on the Board of Supervisors for very long but I am 100% sure that the Planning Commission recommendation will not be what is finally adopted.

It is nice to have the Business Journal pay so much attention to Yolo County.  It is a must-read for people in Yolo County.

Today I spoke to the Community College League of California.  There were several people there from the Yuba Community College District and several more from the Los Rios District.  The only person actually from Woodland that I saw was Alan Flory.

I was on a lunch panel with Anthony York from Capitol Weekly, Roger Salazar from Acosta/Salazar, and Robin Swanson fom Kaufman Campaign Consultants.  It went ok. I don't think I drooled on myself too much.

I also ran into two trustees that I had not seen in a number of years.  Scott Wilk is an old friend from th Santa Clarita area and Jeff Hale was a friend I met in Iraq. He was retired from the Marine Corps at the time that was over there with a private contractor.  He is not a trustee down in the Oceanside area.  Marines are everywhere.

Tomorrow I will be speaking to the Noon Kiwanis Club at the invitation of Dudley Holman.  I'm going to be speaking about my first few weeks as a County Supervisor. 
The difficulty of doing business in Woodland?

I encourage you to read this story in the Daily Democrat.

The thing that kills me about this article is that my point of view was expressed in the last two paragraphs of the article by Art Pimentel.

Woodland Councilman Art Pimentel said anyone who is having problems starting a business or who has suggestions for the city should contact the council.

"I would encourage individuals to come forward," Pimentel said. "Our goal is to be as business friendly as possible and to meet the expectations of the community."

If the people described in this article can spend a year and tens of thousands of dollars waiting for an answer from the city of Woodland you would think they would be able to e-mail a member of the city council or dial the seven digits of my phone number.

The Woodland City Council is great in terms of communication.  You can e-mail any of the five and get a response. You can call most of them and get a call back right away.  It is there for you....use it. 
First $700 is going to buy a bunk bed at the Wayfarer Center

On Friday afternoon I met with Leona over at the Wayfarer Center.  My office will do everything we can to help her out this year as much as possible.

Since I am not keeping the Supervisor car allowance, per diem payments for committees, or any pay raise, I am agreed to use the first $700 that comes from these funds to buy a bunk bed at the Wayfarer Center.

My office is also going to help with the homeless count on Tuesday morning by having someone at the Wayfarer Center at 0730 to help. 

The Wayfarer Center is one of my three priorities this year. We need to improve services to its target population.  I hope to provide some help. 
Wild Week in Yolo County

This was a wild week in Yolo County government.  It was not the meeting on Tuesday that was the big deal. It was the upcoming general plan that everyone wants to talk about.

I had twelve meetings that were directly or indirectly related to the General Plan.  Some people want to stick with the planning commission recommendation.  Others want to toss the whole thing.  Some folks want a different anaysis included.  I'm still waiting to find the person that would be given the opportunity to develop their land under the general plan that wants that designation removed.  Still looking.

I still have several more meetings scheduled next week on this topic.

Some of the conclusions that I am coming to --

No specific projects need to be in the General Plan.

Economic development does need to be part of this equation but we need to know how much we need and how much individual projects will bring to the county.

We need to work closer with our partners at the city to find ways we can both win.

$90 million for early primary -- crazy

Here is an article on the potential of holding an early Presidential primary.  This is really an opportunity for a select few Legislators that face term limits to extend their stay in Sacramento.

Here is how it would work --

February Presidential Primary + ballot measure to extend term limits ($90 million cost)
If the ballot measure passes all termed-out incumbants then are able to file for the June primary
June Primary
November General

I'm not interested in spending almost $3 for each person in California in order to allow a few dozen legislators extend their careers. If they want to move up the primary -- great.  Then do them all in February and save the $90 million.

Lopez named Undersheriff

On Saturday night at the retirement dinner for two long time employees, Sheriff Ed Prieto announced the appointment of Captain Tom Lopez as Undersheriff.  This is a big deal and will play a big role in the political future of Yolo County.

Lopez immediately becomes the front-runner in the race to replace Sheriff Ed Prieto when he retires -- when ever that may be.  Many people in the Sheriff's department were looking to this choice as the candidate Prieto was likely to support to replace him at some point in the future.

I do not know Undersheriff Lopez well but when he gets a standing ovation from the people present at the retirement party for the former Undersheriff and a Captain -- that is a pretty good sign.

Woodland City Councilman and Sheriff Lt. Jeff Monroe was also someone considered a candidate for this post. 
US Supreme Court reduces sentances for thousands of California criminals

The US Supreme Court will basically reduce the sentances of thousands of California inmates with this ruling today.

This is one way to reduce overcrowding in our prisons.

This is a really big deal.

The last post on my Saturday adventure reminded me of a post I have been meaning to make about a tour Woodland Vice-Mayor Skip Davies, my neighbor Laura Moon, and I took with Tim O'Halloran between Christmas and New Years.

I had done the lower part of the tour with Art Pimentel last year but had not been up in the Lake County area in a couple years.  The Indian Valley Reservior is something most people in Woodland know very little about but is very important to agriculture in Yolo County.  Here is a picture of it as well as one of Skip Davies near the largest inflatible dam in the world (or something like that).





 
Not much snow - means not much water

Jenn and I took the kids up to Yuba Gap on Saturday.  The idea was to let Abbie see the snow, wear herself out, spend some time as a family, and just have some fun.  We did all of these things.

You can see pictures here of Abbie trying to do a snow angel and a picture of Adam in the sled.  Adam did not move anything but his eyes the entire time we were outside.

The point of this post is that there is not much snow up there in the storage area we take for granted in California.  This might be the year that water storage becomes the key issue out of necessity.  Eventually a drought is what will focus Californians on water storage. It is just a matter of time.

Elisabeth Sherwin has an article on the front page of the Davis Enterprise today about the Democrat primary in 2008.  The candidates she lists are West Sacramento Mayor Christopher Cabaldon, Yolo County Supervisor Mike McGowan, Yolo County Supervisor Mariko Yamada, Vacaville City Councilman Steve Hardy, and Davis City Councilman Don Saylor.  What a wild time this is going to be.

Several points
If four people from Yolo County run and only one from Solano County runs I will put my money on a candidate from Solano.
I am told that Lois Wolk is telling people it is Cabaldon's "turn". More importantly, I am told that the Speaker of the Assembly thinks it is Cabaldon't "turn" too.
Organized labor will not go with Cabaldon.  They are encouraging Yamada partialy just to get back at Cabaldon.
Everyone like Mike McGowan. How can you not like the guy?
The CCPOA (Correctional Officers) were in the Hardy camp in 2002 and would likely be there again this time.
Having people that serve together running for the same office would not be fun at all.
 
PG&E: we will get better?

The headline of the Daily Democrat today is "PG&E: we will get better".  You can read the article here.  I read the text of the article with great hope -- finished it with the jury still out.

Several people in town dislike PG&E.  Whatever they think about the corporate structure of this company I am confident that my passionate dislike for them is exponentially greater.  I have no problems with the people that drive the blue trucks.  It is the people in the San Francisco corporate office that are the bad apples in the bunch.

PG&E spent $11 million to beat H&I.  They had to do that to break even in Yolo County.  $11 million to probably about $250,000 and they broke even.  That should tell you something about the level of satisfaction wiht PG&E service in Yolo County prior to the election.

Some people will say that the election is over and SMUD lost so move on. I look at it very differently.  The people of Yolo County voted and actually by a handful of votes they narrowly said they wanted to leave PG&E for SMUD.  That tells me Yolo County is primed to repeat this debate.

With all due respect to Mr. Morrow of PG&E.  You are going to get better? It does not take a rocket scientist to figure out that the people of Yolo County told you very clearly in November that if you don't (or maybe even if you do) the people of Yolo County will seek utility services elsewhere. 
Runyan resigns from Yolo County Board of Education

Folks have been telling me that things have not been going as well as they could with the Yolo County Board of Education.

Now the Sacramento Bee reports that West Sacramento representative Phyllis Runyan has resigned.  Here is the some information on Runyan.

Here is the Sacramento Bee article.  I am not sure of the different coalitions on the Board and how this vacancy will impact things, but when a board is divided, usually finding a replacement is difficult.

So I have this beautiful site that Bob Huber has designed.  It is rocking with lots of traffic.

I also have this site that the county keeps for me.

My intent was to put a link on the county site to this one. Then I would not have to bother county staff wtih updating anything at all.

Well it turns out Yolo County has a policy of not allowing links to other sites -- like this one.  Oh well.  I was going to appeal to some kind of technology committee but I think I will just let it go.  This can be something that comes up over time as we deal with trying to get the county to embrace the use of technology.

Fairgrounds 2x2x2

This afternoon at the Fairgrounds office we had our first meeting of the Fairgrounds 2x2x2.  We had two members of the Fair Board, two members of the City Council, and two members of the Board of Supervisors.

At this point we are going through a process to figure out what to do.  I am going to have to chill out a little since I have personally made a couple of clear decisions about the current site and the possibilities of a new one.

There will be an open house on February 5th to discuss the issue. I would encourage everyone to attend in order to learn more about this issue and why moving the Fairgrounds would be good for Woodland, good for the Fair, and good for agriculture.

Helen Voss and Skip Davies made some great points today that gave me some things to think about on the way home.
 
Rent Control - Rent Stabilization same thing

Several different counties and cities are dealing with the issue of rising housing prices within their jurisdictions.

Here is an article about an effort in Stanislaus County.

I have been approached about the possibility of a "rent stabilization" ordinance in Yolo County to do something similar to what the City of Woodland did in 2002.  What Woodland did was under some extreme circumstances with a park owner that was very unreasonable.

So far I have not seen park owners in the unincorporated area of Yolo County that have done anything approaching the former Woodland park owner.  I would be hard pressed to support such an ordinance in the county without a similar fact pattern as we had in Woodland in 2002. 
Tuleyome Requests Select Committee on Global Warming

In the documents section of this website (in the 3rd District link) you will find a letter that I recieved today from Tuleyome requesting the creation of a select committee that reports to CAO Sharon Jensen on the impacts of global warming on the General Plan.

I read the letter but don't think that complete case has been made to create another committee to advise Sharon or the Board.

Stallion Station

Woodland retained it's position on LAFCO with my appointment by a vote of 4-1 (Yamada - no).

The Woodlands Conservation project was a little wild. I did want to wait for more public comment but wanted the opportunity to apply for the state money that is available.

The money for the bridge over Winters Canal was approved 5-0.

Everything else went as expected.

First 5 Yolo - Accountability Report

This morning I picked up my Daily Democrat as I was headed to work.  The insert today is a tab from First 5 Yolo.  There is nothing really fancy about it at all.  Just a report on who they are and what they do.

This is what I like about it.

1) It is inexpensive to do. I will bet it cost less than $3,000 to get this information in the hands of every Daily Democrat reader.  Probably about $10,000 for the entire County.

2) It is a comprehensive report that is easy to understand and has places to go for more information - like the website above.

3) It has good information but is not so jam packed that it won't be read.  It also clearly has information about where to contact them. Some people write novels in reports like this.  The address and phone number are clearly right on th eback.

Regardless of what you think about Proposition 10, this is a great effort to keep people informed and let people know where the money is going.  Kudos to the folks a First 5 Yolo.
  
Parks, Recreation, and Wildlife Advisory Committee

Sally Barrett has been on the Parks, Recreation, and Wildlife Committee for years. She was originally appointed by Tom Stallard.  After speaking with her a few weeks ago, she would like to step down from this committee for a while.

I need to appoint someone from Woodland to this Committee.  Here is some background information on it.

Davis Political Vanguard makes the Sac Bee

Lately, The People's Vanguard of Davis is really hitting the ball a long way.  This blog has been picked up and praised repeatedly by the Main Stream Media.  Today the Sacramento Bee does a feature on the blog and the author.

I must admit, I read this blog each day. Although I don't always agree, I do find it very informative.

PVD proves a couple things to me ---

1) Blogs don't need to be fancy.   PVD uses blogspot. It is free.  You can have one hooked up in about five minutes.  The Yolo Cowboy does the same thing.

2) Blogs will succeed with content.  PVD does an excellent job of providing information to his target audience that they are interested in.

3) Greenwald does not use his real name on the blog but people know who he is.  He gets credability by identifying himself.  These anonymous blogs just are never going to be treated the same way.

The Guinda Bridge

The second bridge I went to check out today was the Guinda bridge.  You can see a couple picture of it here.

A little history on this bridge is in order. As I understand it these two spans were once part of a five span bridge near Hollister. They then moved these two spans to this location. 

There are two problems with this bridge.  First, the supports are starting to give.  The bridge itself is actually in pretty good shape.  As I understand it the County has recieved money already to replace this bridge and would have to give it back if the repairs are not made.  The bill for the county is +/- $300,000.

The other major issue is fire protection for the 25,000 acres on the right side of this bridge. At this point the bridge is not rated to hold the vehicles that would transport the fire fighting equipment.

I view replacing this bridge as part of our obligation to agriculture infrastructure in Yolo County.
 
Winters Bridge - Agenda Item 7.03

When Adam and Abbie were taking naps this afternoon, I drove out to the Capay Valley to check out a couple bridges.

The first was the bridge over Winters Canal near Esparto. $2.5 million  had been budgeted in May 2006 to repair Roads 21A and 85B near Esparto.  The money is coming from tribal mitigation fees.

To give you an idea of where this road is ...most people turn right and head through Esparto right in front of the high school and library.  You would cross this bridge if  you went straight ahead and then turned right at the T.  This is not too far from the Capay Valley Cemetary.

I also spoke with Tim O'Halloran from the Flood Control District today. He told me that County Planning and Public Works people have worked well with him to get these repairs done.

You may be able to see that there irrigation ditches are lined.  This is rare in the flood control district. Usually they want  to recharge water by not lining the ditches.

At this point I plan to vote in favor of allocating this money.  As long as they are on site they might as well get this thing right.  This is agenda item 7.03.


 
Ag Futures Alliance

Last night I was preparing for the discussion on the Yolo County General Plan when I got a well-timed e-mail. In it contained something that was worded very well that I certainly think is important for the General Plan regarding agriculture mitigation.

Right now people are all wrapped around the axle about the ratio needed for the mitigation. I really don't think this is an issue of quantity. It is an issue of quality.

At the very last meeting that Steve Borchard served as a Mayor of Woodland this issue was considered.  He made a presentation that really had a light bulb go off for me.  One acre of agriculture mitigation land that is right next to the city limit is worth 100 or maybe even 1,000 five miles away. Like everything this is like location, location, location.

I would encourage you to read this policy paper regarding agriculture mitigation in Yolo County. They have several others that are interesting but this one has a Yolo County focus.

The part that is most important is putting the mitigation in target areas.  I think that is the way to go.

I disagree with them on stacking of easements but that is an issue for another day. 
Things from the office today

Today was all Yolo County for me.

Here are some of the things that stand out ----

1) Had a great conversation with Woodland Vice Mayor Skip Davies.
2) Met with some folks from the Dunnigan Water District about how they could be impacted by the General Plan.
3) Met with a group proposing a rent stabilization ordinance for mobile home parks in Yolo County.  It is highly unlikely that I would support something like that without some truly compelling reason like we had in Woodland.
4) Took a tour of some of the Housing Authority sites in Yolo County. This was very informative.
5) Got a chance to look at the agenda for Tuesday.  Interesting.  The staff makes a huge effort to get ready for board meetings.
6) Started getting some letters in the office opposing the Stallion Stations proposal.  Got a couple calls too.
7) Finally got my county e-mail working.  I would like to just have them all forwarded to this machine so I can get them in one place.  We will see.
8) Dotty finished the nominations we submitted for the Community Service Awards and Chamber Business of the Year.
9) Got some good information about a bridge the county needs to replace.  The county has some major transportation challenges.
10) Exchanged several nasty e-mails with Woodland Mayor Dave Flory who has nothing better to do than bother me all day.  The guy swears me in and then thinks he owns the place.  Good grief.
11) Got several updates on the Roundabout meeting last night. Still don't see how I could possibly vote to support that thing.  Seems crazy to me.

I must have been under a rock.  Tonight I was looking for something else on the County website when I found the actual text of the County Planning Commisson's Recommendation on the General Plan.

As I have indicated previously I feel very little obligation to support the recommendation of the Planning Commission considering that I do not have an appointment currently serving there.

The parts of this plan that concern me greatly are the parts that talk about "edge development".  Edge development to me basically means growing in concentric circles around current urban areas that are on some of the best land in the world.  I will not be supporting that.

I still have a great deal to learn about this important process and document.

Weeks ago I agreed to be home tonight with Abbie and Adam while Jenn went to a meeting.  Thus, I could not make the roundabout meeting tonight at the Farm Bureau.
Even though I am always willing to listen, it would be hard to imagine a scenario under which I would support this concept at the proposed location. 

I wasn't on the City Council when the Woodland quasi-roundabout was placed on the intersection of Gum Avenue and Bourn.   It is a little goofy but it seems to work ok and the explanation given to me makes sense.

  • The intersection is not at right angles
  • The vehicles are mostly personal autos
  • It is mostly neighborhood traffic
  • You have people coming down off the 113 overpass when they travel east on Gum Avenue
  • Visibility problems exist at the intersection based on the angles of the roads and structures on private property
The proposed location on Road 98 and Kentucky Avenue is one that I am very familiar with. I used to live near there on Quail Drive.  I used this intersection almost every day.
  • It is a perfect right angle
  • Visibility is good
  • Gravel trucks roll through here by the dozens (or more) each day
  • The traffic to the Capay Valley/Casino is heavy
This just does not seem like the right solution for the problem.

I would also point out that the 4 way stop was just installed.  We have not let that work completely yet.

I will be meeting with Skip Davies in the morning.  I hope to get an update on the meeting when I see him.

Today my copy of the Daily Democrat arrived before 0700. I really like getting the local newspaper at that time of day. I hope it continues.  I would even pay more for the service.

When I turned to the editorial page I was really struck by how right on money Jim was today.  His editorial about Rick Kirkwood and Phil Marler was perfect.

I'm starting a rumor than Kirkwood and Marler are going to team up with Margaret Vicars as a ticket for City Council in 2008.

I-80/680 Interchange gets $150 million

The Vacaville Reporter today includes an article about the Metropolitan Transporation Commission (MTC) putting a $150 million interchange for I-80/680 on thier wish list. 

Here is the article.

This is the kind of thing you think might have been dealt with years ago. That interchange has been inadequate for more than 10 years.

This means we have hope for I-5/113.

Air District Today

This morning at 0900 I attended my first Air District Meeting.  It is a collection of elected officials from Solano and Yolo County. Supervisors Yamada, Thomson, and Chamberlain were there as was City Councilman Art Pimentel.  Winters was represented by Harold Anderson (he was in my Great Valley Leadership Institute class in 2005) who is now chair of the board.  I did not see anyone there from Davis or West Sacramento.

I am not officially assigned to the board yet, so I did not vote on any items that were considered.  The agenda was pretty light so there was nothing much to miss.  We will have this fixed after the next Board meeting.

During the meeting we dealt with committee assignments.  I am going to serve on Personel, Clean Air Funds, and Yolo Clean Air Funds.

I had forgotten that the law requires the district to pay $100 per meeting to each board member. I will be donating mine to Woodland charities.

For the past couple days it has been great to get my home copy of the Daily Democrat delivered before 0730 in the morning. Today when Abbie and I went out to get the Sacramento Bee we found the Democrat there too.  She was thrilled to see her picture on the front page of the newspaper.  Here is the Democrat article. The picture is in there too.

Later this afternoon we also found out that Abbie was on the front page of the Enterprise.  She was jumping up and down when I showed it to her.  Here is the article by Elisabeth Sherwin.

 
Kirkwood and Marler to Retire

Woodland City Manager and Assistant City Manager Phil Marler announced today that they are retiring in April.

Both of these public administration professionals are first class. I am sorry to see them leaving Woodland city service.  They are both friends.

This is a picture of a happy county employee.

This is Dotty Huber on her first day with the County of Yolo.  She will be the glue to hold the office of Supervisor Rexroad's office together.

This smile is a bit forced today but hopefully will be much easier coming as we accomplish more and more for the people of Woodland.  It may also be because she started her service to the county by having to sit next to Mayor Dave Flory at lunch.  That is a lot to ask of someone on their first day.

We should be generally up to speed in the office by the end of the week.  If you would like to come by and visit please do.  We are upstairs on the 2nd floor of the County Administration Building at 625 Court Street.

Jeff ReisigYolo County District Attorney Jeff Reisig has a new website for his office.

He has been in office for less than eight hours and has a new way to communicate with the people of Yolo County.  Nice.

Swearing-in Today

At noon today I am going to be sworn-in as a Yolo County Supervisor to represent the people of Woodland.  I am honored to have their support.

A couple thoughts --
  • It has been a long time since the campaign began. I am happy it is over.
  • Dotty and I are going to do everything we can to make sure Woodland has a voice in county government.  This website is just part of that effort.
  • Mayor Dave Flory is swearing me in for a very good reason.  The city and the county need to work together much better.  We will do that.  I have great relationships with four of the five members of the City Council.  We may not always agree but we communicate openly and regularly. 
  • In the past 48 hours I have had more communication with Dave Flory and Art Pimentel then I ever had with my predecessor.  Now we have some work to do for the people of Woodland.
  • For me there are no hard feelings from the campaign.  I represent most of the people of Woodland and will do so without regard to political party or political campaign activity.
Thank you for your support over my lifetime.
 
Governor to Build Dam(s)

This is the best news to come out of the Governor's office in more than a year.  Let's get on with it.

Storage, Conveyance (wink to neighbor), whatever.  We need to start funding something than habitat and parks with bond money.  Water storage is critical. 

The San Diego Union Tribune has an article today indicating that the Governor will seek one or maybe two reservoirs this legislative session.

Kingsley Melton should be in your prayers

Elisabeth Sherwin has an article on the front page of the Davis Enterprise today about Kingsley Melton.  Read it here. It is not on-line yet.  Kingsley was badly burned in a San Diego cottage when a heater caught fire.

He is currently at the UC San Diego Burn Center.  I am told that this is a great treatment
