I am sure Alex Cora is an ok guy.  It is just that I have not been rooting for someone to screw up on the baseball field since Jose Canseco.  This guy just keeps getting hit after hit.  Each hit he gets keeps Woodlander Dustin Pedroia off the field for the Boston Red Sox a little longer.

Ugh.

I blame the entire American League.  I try to get interested in what they do to root for the Woodlander but I keep coming back to the Giants.

When I was in graduate schools I read this great economic analysis on how the state lost millions of dollars each day I-10 was shut down.  Bascially just take all the communter time, increase cost for fuel in longer routes for delivery trucks, on and on.  It is millions of dollars.

Most all of the same facts are in place for the intercection that was destroyed last night by the fuel truck that melted the interchange in Alameda County.  You can read more about it here.

The Governor needs to give someone an incentive based contract to fix this interchange. Each day that is saved in construction is worth millions.  Give the contractor every incentive to work 24/7 to fix this problem.

When I first heard about the needle exchange program on the agenda I just kind of shrugged and assumed this would be a time when I would simply vote against a new program that would be adopted over my objection.  Then Dr. Hinton briefed me on the program on Friday and I started doing some of my own research.

Under the right circumstances on Tuesday I might actually cast a vote in favor of this item.

Here are some of assumptions I'm operating under ---
  • Some needle/syringe program will be approved on Tuesday. It is only a question of the details.
  • IDU (Injection Drug Users) are people that are most likely to use the county/government as their health care provider.
  • Most of the people that are advocating this program are more concerned wtih the health of the IDU than I am.
  • People are going to continue to use drugs through injeciton no matter what happens on Tuesday.
  • Any of these programs require some assumption of rational thought by drug addicts.
  • County government spends millions of dollars preventing obesity, high blood pressure, smoking....
I called over to my neighborhood pharmacist on Friday afternoon to learn that all pharmacies in Yolo County carry syringes.  A pack of ten costs just over $3 -- $.30 a piece.  The cost from the supplier is about $0.09 a piece.  When I called my favorite retired Anesthesiologist I learned that hospitals get them in mass quantities for about $0.02 a piece.

On Saturday as I was getting ready for "birthday madness" I headed over to my favorite hardware store.  In the section for animal care they sell syringes as a controlled item.  They are required to keep track of the people they sell them to and what they are going to be used for.  I looked at the cost of these but don't remember what it was because I was thinking about the madness about the occur in the park.

My primary concern isn't the drug user.  From my point of view they are going to see a coffin sooner rather than later.  My only real concern here are the kids in playgrounds and motorists on the side of the road.  Innocent people that might have to encounter discarded needles.

When I did the adopt a highway progam in the early 1990's I saw lots of needles on the side of the road.  I'm not sure what they were used for but I know that I didn't want to get stuck and didn't because I wore boots.  If I was a motorist wearing flip-flops and got a flat tire I might not have been so lucky. 

We had a former planning commissioner in Woodland that got involved in local politics because of syringes found in the alley behind her house.  I have a call into the Woodland Parks and Recration department to get some idea of what we find in Woodland parks.  I hope to hear back from them on Monday.

Some counties don't have a needle "exchange".  They have a needle "give-away".  I will not be voting for a needle give-away.  This would mean Woodland would be riddled with disgarded needles all over town.  That would allow some IDUs to have better health at the expense of other people cleaning up their needles.  That shouldn't happen.

I'll only support this program if it's a true needle exchange.  If these people want to give up a nasty needle I guess I'm willing to give them a clean one.  This gives these folks an incentive to hold on to these little land mines instead of dropping them in the gutter, launching them out their car windows, or leaving them in the sandbox near the slide.  The exchange also needs to be one for one.  One needle for one needle. Anything else just is a drug support system.

The other thing that has to happen involves the business of drugs.  The more I learn about this "industry" the more I see that some of these people are really business people that deal in illegal goods.  Where would a drug dealer most like to be?  A business person would like to be at that point in the supply chain where they would have a captive market -- -they would want to be on the other end of the phone where you can call to make a needle exchange.  No way we can have any kind of program where people with a history of selling drugs can be involved in this supply chain.

On the whole, I'm not thrilled about this topic at all.  However, if my choice is to just vote no for a bad program or try to make it better for the law abiding families of Woodland I will take the later.  Tuesday should be interesting. 
Phil Marler Retirement

Last night at the Community/Senior Center a fairly large group of people celebrated the career of retiring Assistant City Manager Phil Marler.

It was a really nice evening. 

The highlight was when Chief Sullivan "gave" Marler a vest to protect him.

The other "high/lowlight" was when Dave Flory told Art Pimentel to wear a sport coat to the party. The invitation clear said that anyone without a Hawaiian shirt would be fined $5.  Pimentel then changed into a shirt that was provided.  His dress shirt was soon missing for the hanger Pimetel put it on.

Guess who got blamed when the shirt was discovered missing.  Your truly.  I did not touch his shirt. However, if I would have thought about it --I would have been flying it on the flag pole in front of the Community/Senior Center.  Another missed opportunity.

Marler clearly had many friends and loyal co-workers that were there to thank him.

So yesterday was the big party.  What a day.  I was out of the house in a full spring by 0745 and did not stop until I passed out in my chair at around 3:30.  If I didn't love Phil Marler, I would have spent the night in that chair.

We had a ton of friends and family at Pioneer Park.  It actually was such a deal that Abbie just wanted to play with me in the play area furthest from the madness.  What a beautiful day.  Thank God that birthdays only come once a year.

Cabaldon is rolling

The three biggest days in the race for Assembly 2008 will probably be:
  • Davis City Councilman Don Saylor, Supervisor Mike McGowan, and Supervisor Helen Thomson endorsing Cabaldon.
  • Steve Hardy gets his appointment.  This clears the way in Solano County for Cabaldon.  Cabaldon has wasted zero time racking up endorsement after endorsement.  He landed former Assemblyman Tom Hannigan early this week.  He added the Mayor of Fairfield the next day.  Now he adds Fairfield City Councilmembers Marilyn Farley and John Mraz, Suisun City Councilmember Mike Segala and former Solano County Supervisor Duane Kromm.  Things are getting a little one-sided.
  • The big day that is really coming will be the finincial reporting in June.  If Cabaldon doubles the money raised by Yamada people are really going to start piling on.
In a legislative primary like this the odd numbered year (2007) is all about endorsements and fundraising.  From what I can tell Cabaldon is going to be way out front.

We are now on our way to the airport.  Thank God. I am tired and miss Jenn, Abbie, and Adam.

Today I met with some folks from the White House.  Actually, the meeting was in the Executive Office Building (EOB) next door.  I had the opportunity to make my pitch about transportation money for the Sacramento region.

Then I had a couple business meetings with folks before Art Pimentel and I went to lunch.  He even had control of his flag for about two minutes for me to take the picture above.

This trip was a good one.  It is hard to judge the impact of the official meetings that we had. One of the true values of the trip was the chance to meet some of the people from local goverments in the region.  To hear what happens in Yuba, Placer, Sacramento, Sutter, and El Dorado Counties was really interesting. 

I hope to be able to come on this trip again next year if it works out...but I miss my family.

You will see us pushing some things forward in my office over the next couple months.  Now that we have our bearings.

The one thing that started this month is teaming with Supervisor Duane Chamberlain, Mayor Dave Flory, and the Daily Democrat to name a Woodlander of the Month. The first one was named for April.  Duane and I took her out to lunch last  Friday at Morrison's.

So today I had several Transportation meetings as well as busines meetings here in DC.

I first went by to see my friend Congressman Kevin McCarthy of Bakersfield.  I could not get into his office building because they were evacuating it.  I spent aboout an hour waiting in the basement tunnel so I could get into the Longworth Building.

Later we got the opportunity to meet with Congressman Mike Thompson.  He was great as usual.  The guy just cares about Yolo County. He gets it.  He met with all of us that were out here from Yolo County.  It was kind of silly to brief him in some ways since he knows about the projects already.

In the office of Congressman Wally Herger I am not sure anyone got to see the Congressman.  I am told that Woodland leaders met with some intern in the basement.  Oh well.

I was not able to make the later meeting with Congressman Jerry Lewis because it was too far away from the Thompson meeting.

After that I went to a reception with a friend of mine from the California Trucking Association.  There I had the chance to speak wtih Congressman Bob Filner.  What a nice guy.  He asked questions about Woodland and Yolo County.   He represented Imperial County so it is a county of about the same size but very different demographics.

We finished off the night with dinner in a really cool building in the older part of Washington DC.  I am now beat and going to sleep.

I'm headed to the White House is the morning.  We will see how that works out.

I never should have gone running this morning. We walked the whole day and I am beat.

Yesterday I was moving around quite a bit here in Washington DC.  I think five different people mentioned that they are even reading this site while they are in Washington DC.  What is cool is that all of the people are from outside of Yolo County and read about what goes on in Yolo County from this site.

Supervisor Duane Chamberlain was quoted in the Sacramento Bee article called the "Wastes of War". 

This is going to continue to be a huge issue for local governments as military bases are closed and they make a transition to others uses.  This issue even came up yesterday at a Water Quality meeting I was at yesterday here in DC.

So the day on the hill is pretty much over for me now.

I decided to join Mayor Dave Flory and City Councilman Bill Marble on a meeting with Congressman Dan Lungren regarding flood control.  The seating for the meeting was kind of odd. I ended up sitting in the front with Lungren and Marble while Flory and Helen Thomson sat in the back.

When they asked for someone from Yolo to speak to flood control issues I jumped in and gave the pitch.  Lungren then said that when he drove up to Glenn County he liked seeing the baseball field along the side of the road that was a "catch basin". I told him that if he fixed our flood control problem we would be happy to change the name of Dubach Park to Lake Lungren if he liked.

Congresswoman Doris Matsui was kind of the host at lunch today in the Cannon building.  She was great. The other two speakers  had me in pain.  When people start reading speeches to me about budget stuff I just can't seem to pay attention.  They may be very powerful men but they could have spiced it up a bit.

I got a nice e-mail from someone asking what we were doing in Washington. I guess I did not do a very good job trying ot explain that.  We are all back here with a trip organized by the Sacramento Metro Chamber called Cap to Cap.

400 people from the Sacramento area come back here once a year to discuss federal policy. It is the largest trip like it in the country.

Lots of peolple from Woodland and Yolo County are back here.

This morning the day started at 0500 California time. You know who had a huge smille on his face?....Bill Marble. The guy is just always so incredibly happy.   I love that.

Secretary Chertoff was excellent this morning at breakfast.  When I saw this on the agenda I was worried that he was either going to be long and boring or too short to have any meaning.  He hit it right on.

Several days ago I started a post about the balance between person freedoms and security.  It was kind of a response to the tragedy at Virginia Tech and what I fear will be the legislative sledge hammer that will fall on personal freedoms.  It was difficult to express my views with the written word.  Chertoff did a great job of verbally explaining the trade-off between security and the freedom that we associate with our lives.

It is a balance that we have to understand in order to craft public policy accordingly.

I have publicly voices my concerns about the Patriot Act and the implementation of it following 9/11.  I have to tell you that I am still concerned about it but feel a little bit better to see people like Secretary Chertoff in the position he is in.

Ok.  Off the Hill. We're going to get some good work done and have some fun.  Some of these people are a little too serious.

My schedule on transportation is pretty light. I think I'm going to try to jump in on some stuf having to do with flood control.  I had picked transportation because the I-5/113 interchange is one of the top issues for the Transportation Team. Now that the issue is on a very back burner, Woodland doesn't have as much opportunity.

Ok. I am going to hit the rack.  Wake up is in about five hours for a breakfast kick-off with the Secretary of Homeland Security.  You can read about him here

So  I flew to Washington DC early yesterday morning.  We are staying at the Mayflower Hotel.

Lots of people from Woodland/Yolo County back here.

Last night I went to dinner with one of my company employees and her boyfriend.  Then I went to Supervisor McGowan's Party.  The music was so loud that I couldn't think.  Shortly after that McGowan, who was getting ready to play the drums with the band said "if the music is too loud you are too old".  That was it for me.  I went back to my room to read.

This morning I went running up 16th Street and then went to breakfast with two folks from Woodland.  Woodland Mayor Dave Flory and I then went for a walk up the Mall.  Everyone is now getting ready for the first team meetings tonight at 1700.  I am going to clean up and head down there.  Tonight we have a reception that will be kind of fancy. Then everyone heads out to dinner.

It couldn't be nicer day outside.  It really is pretty.  I have included a picture of the Capitol from a couple hours ago.

Ok....off to the Transportation Committee briefing.

My phone has been ringing non-stop today about this editorial in the Daily Democrat.  In fact, it is preventing me from getting my work done.

I have heard from four real estate people, two consultants, a County Fair person (I called one myself), two elected officials (one to kindly tell me to keep my hands off the "Dixon Downs thing"), and a horse person.

In terms of phone traffic, this editorial has had more impact on my day than any in the last five years.  I also got two calls (and I made two) from people that like the featured blog today from Doug Paul Davis.

Now I need to get back to work.

Once again, I would like to thank "the best newspaper carrier in the world" from the Daily Democrat. I got my paper before 0800 this morning -- five feet from my front door.

Bob Huber volunteered to design a website for my campaign for Supervisor. On a fluke we decided to see if Woodland was ready for a blog.

We didn't keep all of the information from the old site but my estimate is that this site passed 1 million hits sometime this past month.

100 Days in Office

It's been 100 days since I was sworn in as a County Supervisor.  The national folks like to make a big deal about this kind of thing.  I was just thinking about some of the things that Dotty, Letecia, and I have been able to do.

Here is a list of a few things we have been working on.
  • I've hired two full-time staff people who are bi-lingual.  Dotty actually has three languages under control. Both Dotty and Leticia have proven to be good choices for me.  We seem to get along well.  They also have the right attitude of serving Woodland.
  • Bob Huber was hired (with my personal money) establish this website.  It has allowed me to communicate to thousands of people who have read this site and repeated by being published in the Daily Democrat.   I am thankful to the Democrat for being willing to publish some of my comments.
  • We have been able to deliver hundreds of dollars worth of goods to the Wayfarer Center.
  • We have established a scholorship at Woodland Community College for a young man at Pioneer High School who needs a little help.
  • The General Plan is probably the most important thing the county is working on.  I have not been involved as long as my colleagues have, but I don't think any objective observer would say that I have not been involved in the development of the policy formed on this issue in the last 100 days.
  • We bought a bunk bed at the Wayfarer Center.
  • Leticia has spent several weeks of afternoons at the Wayfarer Center processing housing applications.
  • I am in the process of writing my own agriculture mitigation ordinance. I am optomistic about it being considered favorably by my colleagues.
  • Dotty has spent a great deal of time helping the folks at the Gibson House Museum.  She has recruited volunteers for them and assisted them with help from the county.
  • Woodland has a voice on LAFCO.
  • The communication with the City of Woodland has improved dramatically. I talk to four of the five Woodland City Councilmen on a regular basis. This helps us work better together.
  • I've become involved in the Administration of Justice Committee with CSAC.
  • In two weeks I will complete "New Supervisor Training" with CSAC.
  • I have worked with John Mott Smith and Dirk Brazil on an ad hoc committee that is looking at environmental practices by county government.  We don't have much to show for our efforts yet, but I actually have high hopes for this committee.
  • The County has set aside funds to directly deal with the flood control problem in Woodland.
  • Although very subjective to analyze, I believe that Dotty, Leticia, and I have made it clear to everyone in county government that we are very interested in serving Woodland and will stand up to represent the people we serve each day.
I'm sure there are other things but this is a good start.  On the whole, I'm becoming more comfortable with county government, although I often miss serving with some of the people at the City of Woodland.

As this 100 days started I was prepared if my colleagues would not have given me the opportunity to enagage in serious policy issues.  They have given me plenty of opportunities to serve and I am grateful for those opportunities.  Mostly I am thankful to the voters for giving me this chance to serve.

Public Power

This resolution was considered tonight by the Woodland City Council.

I'm told that Jeff Monroe and Bill Marble came out solidly against it. Davies and Pimentel were in favor of it.  Flory had a middle position that was not in favor of the resolution but in favor of public power.

I wish I could have been there to see Monroe pull out the precinct maps from the elections.  Classic.  Elections is something I know quite a bit about yet I am always amazed to learn what elections mean from Jeff Monroe.  The analysis is always different.  Causation is an element that is never fully explored.

The people of Woodland voted against one particular way of providing public power.  The does not mean all other avenues are closed.

I guess they are going to a subcommittee on the issue with Davies and Pimentel.  Not sure what that will do.

Note: I admit that I can't stand PG&E partially based on my professional experiences with them.  I supported SMUD annexation based on the idea of a well run organization providing service to the people of Woodland.  SMUD is simply superior to PG&E.

For professional reasons I regularly read the Desert Sun newspaper from Palm Springs.  This article caught my eye today.

Several years ago I remember reading about how the real estate industry was having such a huge rise that it was not sorting out the poor business people.

Now that the real estate market is not so hot I think we will see some of the market riders get tossed off the horse.  When things are tight you find out who the really good business people are.

The real estate market is about to find that out.

Inconsistent Application of Standards

This post comes with some risk that I will just have to accept because I really think one part of the a current debate is not being explored at all.

Since the day after the NCAA Women's Championship Game we've been hearing about the comments by radio "shock jock" Don Imus.  At this point people are just piling on the guy by pulling sponsorships and trying to ban his radio show.

Please note that I am not defending Don Imus at all.  I don't like what he said about the Rutgers basketball team at all. What I really don't like is the inconsistent standard applied to what words are appropriate depending upon the person using them.

We all know about Don Imus.  He has been on the radio for years offending people almost every day with his words.  People that listen to his show expect that.  He made a really bad comment on one day. He apologized.  Now he is paying a severe price.  Fair enough. Sometimes people do need to pay.

Let me point out some other examples.

Lt. Governor Cruz Bustamante drops an N-bomb in the middle of a political speech.  He apologizes then gets re-elected as Lt. Governor of California.  If Republican Matt Rexroad does that same thing the people at the Woodland Democrat Club would be calling for my resignation.  Cruz Bustamante got a partial pass on this because he is Latino and because most people would assume that this was a one-time slip.

South Park puts this skit on television that is clearly racist.  You can see it here.  If you watch Comedy Central you will see many of the same advertisers that have pulled their sponsorship of the Imus Show gladly spending their dollars to reach the Comedy Central audience.  I don't recall an apology from the producers of South Park or the people at Comedy Central.  If I produce something like that on this site I would end up on national news for all the wrong reasons.  South Park gets a pass because some people think it is funny?

The meeting before I became a member of the Board of Supervisors I heard someone suggest rounding up all the people with AIDS for a quarrantine.  Nobody challenged the comment at all. If Matt Rexroad would have said that exact same thing the people of Davis would have been bussing to Woodland to picket my office and call me all kinds of names.  Some people get a pass for unknown reasons.

We all hear rap music that includes N-bombs and terms degrading to women too numerous to count.  Yet that is fine in our society. This is probably some of the music that the Rutgers team uses in pre-game warm ups yet they hold press conferences about how bad Don Imus is.  I am still waiting for the first apology from a rap performer for these wrongs.  I will hold my breath.

I don't think any of these situations are right.  Yet they happen without apology and with little community outrage.

The standard being applied to Don Imus is fine with me.  Just set that standard for everyone so we can know where the line is drawn in terms of acceptable speech.  The inconsistancies just make the cries to punish Don Imus ring hollow to me.

If it is wrong for Imus then it is wrong for MC "whatever", the people that listen to the music, and  the people that advertise on stations that play that music. When I see Rev. Jessie Jackson encourage a boycott of rap artists that drop N-bombs or Comedy Central I will be far more concerned about the "punishment" for Don Imus - the guy that actually publicly admitted he was wrong.

The issue to retiree health care relates directly to the labor issues in the City of Woodland.

The Legislative Analyst has even set up a website dedicated to news and information about this issue. It is one of the premier issues in the state right now.

Yolo County Ag Mitigation Ordinance

I am writing my own agriculture mitigation ordinance to be considered by the Board of Supervisors.  Here are some of the key principles that I've used to draft the ordinace that I hope is passed by the board.  I intend to make the case for an ordinance based on these ideas.

Mitigation Ratio

I don’t think we can legally defend a ratio greater than 1:1 since we don’t allow stacking.  At that point the highest ratio would be 2:1 but only if we decided to allow stacking.   Thus, this proposal should remain at a ratio of 1:1.

This is what the law requires.  I am far more interested in location and quality of soils than I am the ratio.

Mitigation Bank
In the findings portion of the ordinance I would like to have some language that mentions a policy goal of encouraging the formation of agriculture mitigation banks in the county.

Yolo County needs to become the leader in this area.  We need to encourage the establishment of these opportunities for agriculture mitigation.

In-lieu Fee
I would like to see the in-lieu fee be higher and not be as convenient as the one proposed at our meeting on March 20th.    Exhibit 6 in the report from the meeting was a memorandum from EPS on the appropriate fee to charge for in-lieu mitigation.

I propose charging $10,000 an acre for an in-lieu fee.  The rationale here is to not make the cost equal with that of easement purchase. It needs to be more expensive to discourage the in-lieu fee. 

The 40-acre threshold would still apply.

This is key.  I would prefer to see no in-lieu fee at all. However, if we are going to have one, then let's make it one that is not a break even point.  As a policy we don't want people to choose this option.

Proximity
I would like to delete the proximity requirement.  Instead, I would like to have these concepts considered instead of proximity.

Alternate to Proximity #1
The proposal needs to allow any mitigation that is located between Road 27, Road 29, Road 98, and Road 102 to be at ½:1.  These boundaries may need to change.  However we will have an east, west, north, and south limit that will be easily defined.

Some land in Yolo County is more valuable that other land.  We need to protect the quality soils based on location.  The land in this area is my top priority for preservation and should be the priority of the board.  Past agreements between the BOS, City of Woodland, and City of Davis reflect the value of this land.

Alternate to Proximity #2
The proposed ordinance requires "like or better" soils.  It is my proposal to require this to be on the highest quality soils.  The subjective term of “quality soils” would be measured with the Yolo County Land Evaluation and Site Assessment (LESA) model rating.  The highest number possible in this index is 100.

It is my intent to come up with a number that represents the top 25% of the soils on the valley floor of Yolo County.  So instead of proximity mitigation would be located on the highest quality soils in Yolo County.

We are encouraging people to build on poor soils. We should not want to preserve like soils.  We want to preserve stuff that is better than the stuff we build on.

Surf Putah (SP) has a new post today that I actually agree with. Amazing. You can read it here.
SP is exactly right.  This is the same principle that we need to follow as we improve the Woodland downtown core.

This means --

1) Getting the car dealer out of the downtown.  These are the sorts of things that can be located on the edge of town since they are nto good that are consumed on a regular basis by each consumer.

2) New housing has to be at the core of the downtown redevelopment.  We need to get people into downtown Woodland. This means that second story residences in the office and retail space downtown.  We also need to get the area along the railroad tracks to be housing that will bring people into the downtown core.  We need people.  Throw a baseball down Main Street in Woodland at 10pm on a Wednesday night.  You won't hit anyone.  Try that same thing in a well designed redeveloped dowtown area.

3) Keep the courthouse in downtown Woodland.  A big part of the Woodland downtown area is associated with government services.  Title companies, law offices, and associated government offices are located near the court house.  Woodland simply has to have the Yolo County Courthouse in the downtown area.

New urbanism is the path for downtown Woodland. I believe that is one of the many reasons why we need to do the things above.

Does anyone out there have any kind of written history about the site.  I hear colorful stories but can't really find much on the web.

Prison Issues -- coming to county government

This week we will likely see that some sort of a deal announced by the Governor regarding the prison over-crowding.

For those of you that are not aware, a federal judge has appointed a "prison czar" in California with great discretion on how to handle the policy issues involved. Like many people I find it objectionable that an unelected appointee of a federal judge will be making major policy and spending decisions without any kind of public input.

Here is what is likely to happen.  This federal judge is going to demand a population cap in California prisons.  The Governor will try again to send prisoners out of state.  The California Correctional Peace Officers will sue to prevent that move and will win.  The Governor will make a proposal to the Legislature and they will refuse to act.  The state will send their inmates back to counties.  County government will then be forced to release inmates.

Yolo County is operating our jail under a consent decree meaning for every inmate coming in one has to go out.  That is one of many reasons that we need to build a new jail pod at the Monroe Detention Center.

This issue is likely to dominate the news in California over the summer. 
Christmas Parade and Easter Egg Hunt

One of the things I love about Woodland is that we have a Christmas Tree lighting, Christmas Parade and an Easter Egg Hunt.  No holiday trees, holiday parades, or spring hunts.

In Davis they would probably have protests over these things.  Not here.

All of these events are well attended and sets Woodland apart from other communities in the area.  Yet people of other faiths still feel welcome to celebrate their holidays as well.

An Inconvenient Truth: Review

So last night Jenn and I watched An Inconvenient Truth.  I really have mixed reviews of two movies that are combined into one.

The first movie was about climate change.  It presented some evidence that I found compelling on an important policy issue.  That movie was ok.

The second movie that was wrapped in and around the information on climate change was a movie of political propaganda that praised former Vice-President Al Gore and ripped President Bush.

I know quite a bit about political propaganda.  On that front this movie was brilliant.

1) They worked in a bunch of information about Al Gore growing up in Washington but spending time in Tennessee.
2) They showed him taking taxi's, working on a Macbook Pro, and going through airport security.  All efforts to show Al Gore as more "regular guy" than he was viewed as Vice-President.
3) They worked in clips and jokes about President Bush in a way that were not relevent to the information being presented on climate change.  Some of the stuff was clearly staged.

I realize that this movie is the calling for lots of people on the issue of climate change. In my view it was a really political posturing by someone planning to take another shot at the Presidency

Senator Don Perata is really playing to the issue of the day with his effort to put a measure on the Presidential primary ballot.  Health care?  Education?  Transportation?  Nope.  Iraq.   What a total and complete waste of money and time.

I hope that I will be the first elected official in the state to be opposed to this nonsense.  In fact, I'm going to be contacting some of my friends from around the state to write the ballot statement against this stupidity.

Next he can proposed a ballot measure mourning the final episode of the Sopranos.

I am calling this shot right now.  This will become an issue for Cabaldon and Yamada in the race for Assembly.

Finally, this move makes things hard on Senator Clinton.  She voted to go to War in Iraq and has been ducking answers on this topic in other states.  Senators Obama and Edwards benefit from this.

I used to think the grass was greener. It is clear to me now that it is not.

After watching the Yolo County Democrats rally behind Lenzi and Sieferman I had my doubts about the "machine".  Then I started reading a few of the local blogs in Davis to learn more about the the political situation in the county.

This post today from Doug Paul Davis just kills me.

I used to think the local Republicans had problems.  Not any more.  It is all relative.

Woodland City Council Tonight

Tonight I watched the Woodland City Council meeting on television. I was on a conference call so I was not able to hear the whole thing.

Here is the amazing thing.  I agreed with Jeff Monroe, Brenda Cedarblade, and Anita Long.  Lightning may strike me as I type this.

But I agreed with them for the reasons articulated by Art Pimentel.  He did not want to spend $20,000 studying Dead Cat Alley.  The only thing saving me from the lightning strike is that Pimentel agreeing with Monroe is even less likely than me agreeing with Cedarblade.

It must be a full moon.

I need to get in touch with Flory and Davies to find out what I am missing. 
Pioneer High School Student

21 years ago, when I was finishing up at Woodland High School, my biggest concern was college and gettting a job at Country Oaks as a lifeguard.

Over the last couple weeks I've become aware of a student at Pioneer High School who is facing some difficult challenges.  After this student turned 18, his father left.  Since they share the same name, the father had transfered the Section 8 housing they live in, into the name and social security number of his son.

I've not met this young man.  However, this morning I met with the Vice Principal of Pioneer High School who confirmed the facts that make up this situation.  He is a good student who would like a career in pharmacy.  He pays his bills by working at a local grocery store.  That job keeps him going.  Everyone who has met him tells me that this is a good kid.

This young man wants to attend Woodland Community College before moving on to Sac State or another four year university.  I want to help him.

Leticia is working on helping him find a safe place to live.  The people at Woodland Community College are helping with his transition there.  Leticia is also working with him to apply for financial aid.

I am going to be setting up a fund at Woodland Community College for his tuition and books.  If you would like to help contribute to this fund please let me know.

This is the kind of kid that the Woodland community should help--a good kid who is in a tough situation due to no fault of his own.  I have $1,000 so far and would like to get him to around $2,000 for his first year tuition and books at WCC.

This post is a little late.

Last week the Woodland City Council considered the green waste program.  After the City Council had appointed a group of citizens to look into the issue, Chairman Mike Brady and gang went to work.  They had meetings and made the process work.  Mike Brady was the ideal choice to lead this effort.

So they came back with their recommendation that was considered by the City Council last Tuesday.

During the debate, City Councilman Bill Marble made a statement that the Council had appointed the commission, they did their work, and now the council needed to act on (adopt) that proposal.

Mayor Dave Flory then followed with a response (some think he was too harsh) indicating that the Council was elected and that they should give the final sign off on the plan and change it if they thought it was necessary.

This is a debate that has no truly right answer.  Elected bodies do need to seriously consider the views of advisory boards. If they do not, they risk the public not wanting to be involved in the process.  At the same time, the City Council can't pass the responsibility for public policy to an unelected board.

The City Council needs to take recommendations from the Boards and Commissions seriously.  However, they need to be viewed as one piece of compelling information for the elected body to consider.
