Maybe I need to explain to my readers there how my real dream is to make it on the Davis City Council.

On that note -- It appears that I may actually get to attend a meeting in Davis.  LAFCO is going to hold a hearing there. I can't wait.   This really could be fun. 
The Fairgrounds needs to move

So this afternoon the Rexroads were sitting in the family room reading books and enjoying the day.  The doors were open  to our back yard to get some fresh air.

Jenn and Adam head out on a walk leaving Abbie and I to play Ariel.

We then hear this loud rap music coming from the Fairgrounds.  When Jenn and Adam got back from the walk I headed toward the Fairgrounds on my bike.  It was this thing that was going on there.

If I could hear this event from the Fairgrounds on College Street then I am sure most of Woodland heard it too.

The Fairgrounds needs to be moved so they can hold events like this and the entire town does not have to listen to the music that is part of the festival.

I got my Daily Democrat today prior to 0700  because the newspaper delivery person on College Street is excellent.

Two minutes after picking it up I was really down.  What a terrible article on the front page about Dr. Anderson.

As I watched this thing unfold I have just kind of held back and watched - hoping that it was all just a big misunderstanding. Now I am just sad for everyone involved.

It appears numerous lives are going to be negatively impacted by this no matter what.  That is too bad.

Mike Gundy is the head football coach at Oklahoma State University.  The intensity at schools like OSU is pretty tough on a football team.

The things he expresses in this rant is that most of these young athletes are 18 years old. Sometimes we forget the people that win the Heisman trophy often aren't old enough to legally drink.  As a society -- we need to check out expectations for these young people.

YC 101 -- Public Safety night

We had good attendance tonight but did lose some people.  We have gone from 70 the first night to 60 last week to about 40 this week.

Tonight we had Chief Probation Officer Don Meyer cover the Probation Department.  I am going to try to get an electronic copy of his presentation to post here.

Then we followed with Captain Larry Cecchettini from the Sheriff's Department.  He covered all aspects of the Sheriff's Department and gave a strong presentation in support of the "service without limitations" effort by Sheriff Prieto.

Good night. We will see what the evaluations say.

Today on the agenda for the Board of Supervisors we considered some changes in our ordinance on animals.  Generally I did not have a problems with it.

The one part that really got me was the part about roosters.

When I worked in the legislature I dealt with some legislation regarding evidence and cockfighting.  I am convinced that this cockfighting thing is a big and crooked business.  However, I have serious doubts that this ordinance would do anything to stem the raising of fighting roosters or the raising of them.

High Chairs -- simple is best

Jenn and I have learned a number of lessons as parents.  The most recent one involved high chairs.

Lesson: Don't buy the big expensive high chair.  Go to IKEA. For $25 you get a superior product that will make your life easier.

Adam is a slob.  Abbie keeps everything nice and neat.  When Adam eats food ends up everywhere. Despite numerous cleanings his high chair has so many grooves and pockets that food and nastiness collects in there.  This is the high chair that reclines, has padding, and a removable tray. When Jenn and I got it we thought we were treating our kids right with a comfortable place to eat.  I bet it cost $200.

A few weeks ago I took my first trip to the West Sacramento IKEA.  The high chair we found there does not look as cool but it is a much better product.  It can actually be easily cleaned after every meal -- and Adam seems to like it just fine.

I have a picture of the expensive nasty chair and the inexpensive clean chair attached.

This really is a no-brainer now but it seemed like a good idea at the time.

On Tuesday we are going to be presenting a resolution on banned books.  Well, I am thinking we might have a little bonfire here at 711 College Street.  (You people at the YSAQMD please stop reading here).
As many of you know, Jenn and I tried to stop the princess virus from infecting our home.  We did well for a while and then it hit hard.  We have Princess stuff everywhere. 

It had been going fairly well lately.  We had been trying to let Abbie know that certain things only happened in the books she read.  It was never ending.

I've complained before about the soccer ball incident at Big 5. Well, when we were in Minnesota Abbie actually caught her first fish with a Disney Princess fishing pole.  Will the freaking Disney Company just leave my family alone? Not even fishing is sacred.

So today was pretty much the last straw.  Adam was up early and needed a diaper change.  I am changing the diaper when I hear Abbie say "Good morning Daddy" right behind me.  I did not even finish saying "Good morning Abbie." when she asked me her first question of the day.

"DADDY, WILL YOU COME TO MY WEDDING?"

When a 3 1/2 year old little girl in Woodland wakes up on a Sunday morning in September and the first processed thought to come out of her mouth is about her wedding day then something is seriously wrong. 

I realize that Americans have a history of blaming other people for their problems.  Well, I'm blaming Walt Disney and that whole company he created that is now complicating my daughter's life with thoughts that are 20 years too early.

I'm spending this afternoon reading the HUGE amount of material that Dotty is forcing me to digest for the upcoming week.  This pile is seriously close to a foot high.

My favorite part so far has to do with agenda item 2.03 where in one of the supporting documents is a letter to from the Governor's Office of Emergency Services to Yolo County Emergency Services Manager Bill Martin.

The glories of spell check allowed the letter to go out addressed to Bill "Martian" and then says "Dear Mr. Martian".

Now we now how Yolo County is viewed in the region.

I was saddened to read the obituaries in the newspaper this morning.  Chris Manzer passed away on Wednesday.

He was always very nice to me.  I will be praying for his family.

Many months ago I offered Duane Chamberlain my support for his re-election next year.  When someone asked me about it Saturday I told them that I had clearly stated my support for Duane and that they must have missed it.  I was wrong.  I thought that I had blogged about this but it was that Pimentel character instead.

I didn't support Duane Chamberlain three years ago when he first ran for Supervisor. I supported Lynnel Pollock -- and I don't regret it.  Lynnel was an incumbent and is a friend. 

I've served with Duane for about nine months and have come to appreciate him.  Ask him a question and you get an answer.  It may not be the one you want -- but it is an answer.

Duane has said that he is going to be running for re-election and I plan to work for him.  If you are reading this and live in the 5th District I would encourage you to join me in supporting Duane.

In the last couple weeks folks have been talking about finding someone to run against Duane because of his position on one issue. Well, it just so happens that the people he represents probably share that view --- so good luck. 
Gang Tax is a waste

The LA Daily News recently reported on a 12-0 vote by the Los Angeles City Council for a $30 annual parcel tax to fight gangs.

I am fairly confident that I would have been voting against this measure for several reasons. 

The most important reason is that we are soon going to be letting lots of these gang members do after a short time of being incarcerated.   With a federal judge stepping in to become King of the state prison system we are in need to space more than anything.  Even if we do arrest the hoodlums they will soon be right back out prowling the streets.

The criminal justice system we have in California has several choke points right now.  At this point the biggest problem in lack of capacity in our jails and prisons.

Recall for opposing sprawl?

Doug Paul Davis over at The People's Vanguard of Davis has this post today about my vote on the Madison portion of the General Plan.

A few thoughts on this ---

If I get recalled for opposing sprawl then so be it. 

Since the meeting on Tuesday I have had more than a dozen people contact me about this Madison proposal and they all agree with me.  That is nice but still leads to a 4-1 vote.

Unfortunately, I think I am so opposed to this silly project that people have stopped listening to me.  I think I have done a poor job of communicating on this.

Finally, I have no regrets at all for my vote against this project.  It was the right thing to do. 
Yolo County 101 -- Week 2

So tonight at about 5:25 I was sure that Mike McGowan has scared everyone away last week.  We had lots of empty seats and I was bummed that we were only going to have 20 people. However, by 5:35 we had more than 60 people in the classroom.  This thing is really rocking.

Then David Morrison went out and did an absolutely excellent job talking about land use planning in Yolo County.

Dotty and I are really just kind of making this stuff up as we go along.  I will wait to see what the evaluations look like from tonight but it appeared that David had the full attention of everyone in the room the entire time.  Can't ask for much more than that.

Next week is public safety.  I think the people that show up are really enjoying this.

We were lucky enough to have Supervisor Duane Chamberlain show up tonight.

The Daily Democrat had this AP article on the front page yesterday.  Men don't wash their hands.

The amazing thing is that I don't think they are even doing it as much as the study claims. 

Lately, as I have been traveling quite a bit, I have been noticing behavior in airport bathrooms.  Men have been running out of them about as fast as they can without washing their hands.

I blame this all on Idaho Senator Larry Craig. 
Bats Bats everywhere Bats

So tonight after dinner Abbie and I went on the last tour of the year to look at the Bats with the Yolo Basin Foundation.  It was excellent.

We started with a class where Abbie got to meet Buddy the Bat.  We learned a little bit about the bats in the area and got some fact v. fiction. 

Clearly the highlight was heading out to the over pass between West Sacramento and Davis where they estimate 250,000 Mexican Freetail bats live at this time of year.

We drove around for a while to look at the land in the basin and then stopped near the causeway. It is interesting that the bats mostly live on the West Sacramento end.  They then fly west until they get to a tree and head up into the sky.

We were told that these little guys fly up to 50 miles in a night looking for chow.

Great night for Abbie and me.  It was good to spend some time with her.  I have some pictures below of the bats and Abbie/Olivia aka Bat Girls. 
Madison -- one last try

So I am told that the people of Madison are not happy with me. They don't like my views about the proposed residential development in their community. 

Oh well.  The proposal to put up to 1,335 new homes in this community is quite possibly the silliest thing I could imagine.  I completely disagree with this policy and will live with the consequences that come my way.

Some people say -- "We need homes for the casino workers".  I say -- Great idea.  Put the homes in Esparto so they will be closer to schools, out of a flood zone, and closer to the casino.

Some people say -- "We need to solve the flooding problem".   I say -- another great idea!  When they finish with the road improvements of Highway 16 2/3 of your problem will be solved. Then the existing residents of Madison can invest in a flood solution for the small part that is left.

Some people say "The County needs the money".  My response is that our economic folks have told us that we don't make money unless the homes are $400,000 and up.  Those are not the kind of homes that are going to get built in Madison.  The county is building a service delivery problem by doing this. We are building a community that is going to cost more than it will bring to the table.

Some people say -- "Yolo County does not promote urban sprawl.  We would never approve something like Wild Wings again."  My response is  -- Right. Sure we do. Having Madison grow by 11 times the current number of homes is exactly what I define as urban sprawl.  It is pretty hard to come up with a definition of sprawl that does not fit what is being proposed for Madison.

Some people say -- "We need to do this to help the existing residents of Madison."  I say that the people of Madison can't expect the new residents of the community to buy them off with  resources that the current  residents are unwilling to contribute on their own. I will not support a program that jacks up the cost of new homes to prevent the people of Madison from making an investment in their community.

Some people say -- "What about the industrial needs and commercial on the freeway?"  I think that a proposal that just included industrial and highway commercial might make some sense.  But increasing the population by 11 times is not necessary to do that."

Some people say -- "Look Matt this thing is going to pass. Get over it."  I simply respond by saying this is dumbest proposal we have considered in the General Plan.  It violates almost every measure of good planning that I am aware of.  I am not going to support the residential component of this under any circumstances.  I may lose 4-1 but I am going to make my case.

Some of you may not know that I have been blogging since right after I got back from Iraq in 2003. I started a blog called CalRaces that enjoyed great readership all over the state.  Eventually I realized that I could not carry the thing on my own and I dumped it.

This weekend I accepted an offer to blog on the FlashReport.  My friend Jon Fleischman asked me to write on state-wide issues for his blog that has a huge impact on California politics. The best part about it is that I will probably only write one or two posts  a week.

My first offering is on the UC system and the nonsense they refer to as "academic freedom" when the views expressed are views the faculty shares.

Replacing Yamada

In looking through the papers that I did not get to read this weekend I see that John Ferrera has announced that he is running for Supervisor.  Most everyone knew this was coming.  The Davis Enterprise article is not on-line.

What kind of has me scratching my head is that he earned the endorsement of Supervisor Helen Thomson, City Councilmember Stephen Souza, Mayor Ruth Asmundson, as well as Senator Mike Machado. I don't think the Machado endorsement does anything for him but the other three actually mean something in Davis.

Four months ago I was getting continual questions about Jim Porzenza. Now the questions come from people about Ferrera. This may be a spirited race yet.  Ferrera certainly wasn't wasting any time this summer.
 
General Plan on Tuesday

The Yolo County Board of Supervisors will be having a meeting on Tuesday that largely focuses on the General Plan.  We have a couple small items on consent that should not take any time and a resolution.

At this point I think the only real issue for discussion will be on the agricultural districts.  I am looking at a stack of a couple hundred signed forms from people saying "I object to the imposition of an agricultural district int he Dunnigan Hills."  Now how can that be?

Until we work on it on Tuesday we don't even know what an agricultural district is.  So am I to believe that if the ag district concept included property tax breaks to those people within it -- these signatures would stand?  I doubt it.

I understand the opposition to housing in the rural parts of Yolo County.  I get it and understand it.   What I will never understand is how people can oppose something when they don't even know what it is.

What if only the ag district area was allowed to take parcels down to 5 acres -- and those outside the district could not?  I would bet many of these same people would yank their cards in a flash.

It will be interesting to see how this issue breaks on Tuesday. 

The one issue that I would like to tackle but will lose will be Madison.  This is an area that should not add any more homes....yet that is exactly what we are going to do.  The commercial on the east side is something that I can partly get my mind around but the housing is just more sprawl in the agricultural areas of Yolo County.  I will make one more attempt to kill this stupid thing on Tuesday but realize that I will probably lose 4-1 again. Oh well.

Nebraska Governor

Dave Heineman is the Governor of Nebraska.  I was lucky enough to be invited over to the Governor's Mansion prior tot he game.  This is his idea of a tailgate.

You will not meet a more charming couple than the Governor and his wife. They are the perfect fit to represent a state full of nice people.

Nebraska Football

I have never seen anything like Memorial Stadium on Saturday.  It was a sea of red that was nuts. When the University of Nebraska players came out of the tunnel I thought my ears were going to explode.

It was the college football game of the week with ESPN College Game Day there.  We were told that SEVEN hours prior to the game the stadium had 15,000 fans inside.

How anyone would take a recruiting trip to Lincoln and not want to run out of that tunnel is beyond me.

USC destroyed the Cornhuskers but these were classy people to the end.

Nebraska - Amazing

I am going to be putting up a couple posts about my trip for business and football to Nebraska this weekend.  What an amazing place.
Here are the things that really stand out in terms of the people of Nebraska ---
  • The streets were spotless
  • I was wearing USC gear the entire time. Random people would walk up to me on the street to ask where I was from.  Then they would ask to help me with  anything and thank me for coming.
  • The people in Memorial Coliseum sand the National Anthem.  It was not printed ont he jumbo screen or anything.  We all sang the National Anthem.  Try doing that at a USC game -- most people won't know the words even when they are on the screen.
  • It was not a sporting event between two universities.  It was the University of Southern California against the entire state of Nebraska.
  • People said please and thank you when they passed stuff down the row I was sitting in.
Some day I am taking Jenn, Abbie, and Adam to Nebraska to provide a wonderful model of how people should behave.  What a great place.

Evis for School Board

Last night I had a nice conversation with Woodland School Board candidate Evis Morales. We talked about the school district and his vision for Woodland.

At the end of the evening, I felt very comfortable endorsing his candidacy for Woodland School Board.

This guy made me feel very comfortable that he had firm beliefs, he knows financial systems, and is going to be firm but polite in expressing his views.

So I will be supporting Evis Morales and Carol Souza Cole for School Board. Evis has a good list of supporters. Carol has an amazing list of community leaders on her side.

Please join me in supporting these two excellent candidates.

Yesterday we renamed the Davis library the Mary Stephens Library.  Here is an article that appeared in the Daily Democrat today.

I realize that I give Davis some grief. Most of the time they deserve it and more.  However, yesterday at the library I felt a sense of community in Davis that I have only felt before at the Farmer's Market.

The Brown Act

This article in the Daily Democrat is correct.  That is what happened. Paula Corral did accuse us of violating the Brown Act .. in a fairly rude way.  I would encourage Corral to read the Brown Act and the case law on the issue.

However, we did not violate the Brown Act. Corral may not like the result of the meeting a few weeks ago but they were properly determined.

The issue will get a hearing on the 18th.
 
Kick off of Yolo County 101

Tonight started Yolo County 101.  We had 60 people at Woodland Community College.  The two speakers were Sueprvisor Mike McGowan and former Supervisor Lynnel Pollock. 

They both did a great job setting the context of county government. 

Most of the questions asked were about the Williamson Act and land use. That was fine but we will be having a discussion about land use next week.

That is one change that we made.  County legal issues will be in week four and county land use issues will instead be in week two -- next week.

Dotty and I will check out the evaluation forms later tonight to see if we need to adjust anything.  On the whole i think the speakers were well received. We started on time and finished on time.

This is a cool experiment.

Yolo County Grand Jury

It is really good to see that the Yolo County Grand Jury now has a website.  They have needed one of these for years.

It is a start.

I would still like to know more about each grand juror and what makes them qualified to evaluate the administration of public resources in the county.  Just some minimal biographical information would be helpful.

Cabaldon adds key endorsements in Davis

I just saw that Christopher Cabaldon has added two big endorsements in Davis.

He added Davis Mayor Sue Greenwald and City Councilman Stephen Souza.  He now has four of the five members of he the Davis City Council endorsing his candidacy.

That is pretty impressive considering that is Yamada's base -- especially Greenwald.

Carol Souza Cole

I only know one of the four school board candidates personally.  Carol Souza Cole has been about as active in  he community as she can be.  She is clearly the best choice of the four candidates when you look at her history of community service and ability to speak for the community.

Jenn and I recently sent her a check, endorsed her, and will proudly be placing one of her yard signs in our yard.
It would be hard for me to imagine that any of the other three candidates will be able to compete with the level of community service that Carol has provided over the years.  She is hard working, does her home work and is willing to stand up for the things she believes in.

Fire Safety

Jenn has been getting mail sent from a group called Californians for Fire Safety. They are urging Jenn to call Senator Mike Machado to tell him to oppose AB 706 (Leno).  This bill has to do with a chemical in flame retardant.

Does anyone else out there know anything about this?  For some reason I doubt I am getting the full story here.

Book Review: Harry Potter series

One of my regular readers set me a nasty gram about the lack of recent book reviews. The reason for the lack of reviews was that I have been up to my ears in Harry Potter.

After reading the first two books many years ago I was annoyed that I had to wait a year to get the answers to the remaining questions.  So I learned that the series would end after the seventh book.  My decision to maintain my happiness was to wait until they were all out and then read books 3-7 straight away.  That is what I am doing.  Book 5 was an 800 page monster.

Well, Book 7 is out so I headed down to the bookstore to get my copy and started the marathon.  I am working on book 6 now.  It is a great series for me because it is a break from the usual kind of stuff I read.

Actually, I think Harry Party is not part of the current events that people need to know about.

We even have a couple poll questions on the right with the Harry Potter theme.  Skip Davies is clearly Hagrid.

Eminent Domain Reform

The Orange County Register had an editorial yesterday about eminent domain reform.

Last November we had Proposition 90 on the ballot. I voted against it but wanted it to fail by a single vote to send the message to those that abuse this power.

When I was at the California State Association of Counties meeting after the election I heard a presentation on the issues of Prop 90. It was clear to me that the people making the presentation did not learn a single thing from the defeat of Prop 90. They took it as a vote of confidence that local governments were doing the right thing.

Well now we have two potential measures that I am going to study in detail.  At this point however, I have to tell you that if ACA 8 is as flawed as I am told I will oppose it - loudly.

I gave local government organizations the benefit of the doubt last November. I am extremely unlikely to do that again.

Abbie has had quite a weekend.  One of my problems as the "adult" in the household is that she will often get me laughing so hard that I can't play my role as the parent.  Well, this weekend she pushed it.

The first was when one of my friends from law school brought her family over to play.  I have not spent much time with her husband but we were talking in the family room with the kids playing all around us.  Out of nowhere Abbie runs up to us and asks, "Remember that time I had diarrhea?" I didn't say a word. Instead I nodded and she went back to playing happily with the other kids.

Jenn and I are very worried about our pool.  We keep the cover on and the doors locked whenever we are not using it.  With two small kids we can't have too much protection.  We have also been grilling Abbie about not going out in the backyard without an adult.  We say this to her all the time.

So yesterday I took the pool cover off so Jenn could go swimming with the kids.  Abbie and I are sitting inside looking out the locked door at the now uncovered pool.  I turn to her and say, "What  is the number one rule of pool safety?" I expect an answer about going not outside with  a parent.  Instead, Abbie turns to me and says "Don't drown.".

Hard to argue with that.

The other story involves my law school friend's husband asking Abbie the difference between the boy doll and the girl doll.  Under the circumstances, reasonable people would have expected an answer about the blue and pink sweaters.  I will not print her response here.

USC v. Idaho

I have high hopes for my USC Trojan football team this year. They start with a #1 ranking and are loaded with talent but have a tough schedule.

Today the world stops in the Rexroad home when whey USC plays Idaho at 7:15pm. USC is favored by 44 points.  Look for them to fall short of that but still win big.

Prepare yourself.  The picture below is not for children under 14.  It might not even be appropriate for Dave Flory -- who is actually in the picture.

We will be following up later today with a piece about Randy Russell being named Woodlander of the Month.  Yesterday Jim Smith, Dave Flory, Dotty, Duane Chamberlain,and I took Randy to lunch at Ludy's.  Since Flory was buying, Jim took the opportunity to order the "Sampler" -- which is my favorite thing on the menu when I am hungry.
