Matt, from the photo it looks like they are pouring a new foundation. I own an old Victorian and they are not easy to repair or bring up to code, they did not have building codes back then and are hard to repair because nothing is 'square' and they are lath and plaster with out fire breaks, insulation, or anchor bolts. Add in the lack of modern electrical wireing or pluming. Saving an old Victorian usally cost more than new construction.
It looks like they are doing it right with a code foundation and they put up a cyclone fence to keep kids out. Charlie-san
