Stepping stone to the Woodland City Council

I have run for public office twice.  Once for the Woodland City Council and once for the Board of Supervisors.  All along the way my opponents accused me of just using my office as a stepping stone to somewhere.  No matter how many times I told them I was not going to run for the Legislature they would not believe me.
So how come others don't get asked this same question?

Jeff Monroe has ran for Sheriff before he even considered running for City Council.  He has now served on the Council for 8 years.  Good for him.  Certainly people will ask him during this election cycle if he will stay on the Council for his entire term.  Fair enough. He will answer whatever he will answer.

Frank Sieferman has run for County Supervisor three times and now takes the giant step to run for Woodland City Council.  Look at him climbing the ladder.  He needs to be asked if he just used the Board of Supervisors as a stepping stone to the Woodland City Council.

This whole thing puzzles me.
